Answer: Because conservation and preservation require scientific knowledge and special skills, and a wrong treatment can destroy a valuable object for ever.
Old manuscripts, paintings, sculptures, coins and monuments are damaged by dampness, insects, light, pollution and careless handling. A trained conservator knows the right chemicals, temperature, humidity and methods to be used, and can repair an object without spoiling its original form. He also keeps a record of the work done. Untrained handling causes irreparable loss, so only qualified and trained persons are allowed to do this work.
