In my opinion the line does not ask us to be restless or to lose our balance. It means that we should be so devoted to our goal that we are ready to sacrifice our comforts, leisure and rest for it. A person who really wants something will be eager and fully committed, but this eagerness must be guided by planning, wisdom and confidence, as the poet himself mentions ‘sagacity’. So one should be passionate and determined, not desperate.
