Please explain how to indicate the character set being used by a document in HTML?

HTML5 by default uses utf-8 charset  even if it is not defined. To define explicitly in an HTML document the character set is specified using the charset attribute of a <meta> tag which is placed  inside the <head> element of the HTML.
