Answer: (A) is an air pollution (gas leak) disaster and (B) is a flood. After such a disaster I will take the following steps.

After (A) air pollution / gas leak: move the affected persons to fresh air at once and give them oxygen and medical help; cover the nose and mouth with a wet cloth while going out; keep windows closed and switch off the electric supply; inform the fire brigade and the pollution control authorities, and not allow people to enter the affected area till the air is safe.

After (B) flood: shift people to a safe place and arrange food, clean drinking water and medicines; drink only boiled or chlorinated water and disinfect the houses to prevent epidemics such as cholera and typhoid; remove the stagnant water and dead animals, repair the houses and roads, and help the affected people to return to normal life.
